Julian "Jace" Calderas

Chief Executive Officer, XFed Global

Jace Calderas has 40 years of experience in the public and private sector. Mr. Calderas began his public service in 1984 serving in the United States Air Force. Since his days in the Active-Duty military, Mr. Calderas continued his dedicated public service in multiple Agencies including serving as a U.S. Border Patrol Agent, an INS Officer under Department of Justice, Team Leader at DHS ICE HQ in Washington, D.C., DHS ICE Congressional Liaison, U.S. Diplomat at US Embassy in Mexico City, Chief of Staff in charge of worldwide Operations for DHS/ICE Headquarters in Washington, D.C. and Deputy Field Office Director in San Antonio, Texas. Since retiring from public service Mr. Calderas has become a serial entrepreneur, venture capitalist and is the founder and CEO of XFed.

Craig Charles

Co-founder and Senior Principal, XFed Global

Craig retired as a U.S. government executive after twenty-five years of service and is an experienced entrepreneur. A former U.S. Border Patrol Agent and Immigration Detention and Deportation Officer, Mr. Charles was the Chief of U.S. Immigration and Customs Enforcement (ICE) Air Operations Division from 1997 to 2011, overseeing a fleet of airline passenger jets and the transportation and international repatriation of federally detained criminal immigrants.

 

He finished his career at the Department of Homeland Security as ICE Deputy Assistant Director where he oversaw the operations of eight federal immigration detention and processing centers. In that capacity he was awarded the ICE Director’s Core Value Award for Innovation.

 

From 2014 to 2017, Mr. Charles was Vice President of Homeland Security Solutions at AKal Security, and is the founder, owner and principal of Alpha Lobo. Mr. Charles earned a Bachelor’s Degree in Political Science from Kansas State University in 1986, and completed Harvard Business School’s General Management Program in 2008 at Cambridge, Massachusetts.

Michael Wimberly

Executive Vice President, XFed Global

Mike held numerous executive and senior level positions throughout a highly decorated thirty year career with the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP). A 1983 graduate of the United States Border Patrol Academy, Mr. Wimberly served in positions of increasing complexity and responsibility during his career, including multiple leadership and command positions in California, Arizona, Texas, Puerto Rico and Washington D.C. where he led multifaceted sea, air and land border security operations. He is a rated airplane and helicopter aviator, as well as a Coast Guard-trained offshore vessel operator. Mr. Wimberly is noted as the original architect of CBP’s Unmanned Aerial System (UAS) program, the U.S. Department of Homeland Security’s first permanent operational deployment of unmanned aviation systems, now flying the MQ-1 Predator for federal law enforcement and border security purposes. In 2004 he became the national Chief of U.S. Border Patrol Air and Marine Operations, and in 2005 served as the first Deputy Assistant Commissioner of CBP’s Office of Air and Marine Operations in Washington D.C., responsible for leading the world’s largest aviation and maritime law enforcement organization.

 

In 2012 Mr. Wimberly retired as Director of Air Operations and head of one of CBP’s largest Air Branches. He was an inaugurating member of the Unified Command of the Department of Homeland Security’s Alliance to Combat Transnational Threats, and received the U.S military’s National Defense and Air Force Reserve Meritorious Service medals while serving with the 196th Tactical Fighter Squadron during the Operation Desert Storm era. Mike is a 2008 graduate of the Senior Executive Fellows program at the Kennedy School of Government at Harvard University. He is also a Senior Advisor to Hoverfly Technologies in Orlando, Florida, and sits on the Advisory Board of Baylor University’s Institute of Air Sciences.

Chris Shanahan

Operational Subject Matter Expert, XFed Global
Immigrant Admissions, Detention and Removal

Christopher Shanahan is a retired federal government executive with over twenty-five years of government service. Mr. Shanahan has a wealth of experience gained through his work as a Detention and Deportation Officer with the Immigration and Naturalization Service and subsequently with Immigration and Customs Enforcement (ICE), under the Department of Homeland Security.  Mr. Shanahan has served as the Officer-in-Charge of the Elizabeth Contract Detention Facility where he gained extensive knowledge of detention management policies and procedures along with contracting laws and regulations.

 

In October, 2005 Mr. Shanahan was appointed as the Field Office Director for ICE’s Enforcement and Removal Operations (ERO) Branch for the New York City Office, which services the five Boroughs of NYC, Long Island and seven upstate counties. In his capacity as Field Office Director, Mr. Shanahan managed a staff of 400 employees and was responsible for leading all enforcement operations, labor and management relations, budget, human capital, and firearms and tactical training. He was responsible for the oversite of the detention of over one thousand individuals detained in five county jails contracted by ICE through Inter-Governmental Service Agreements in addition to two ICE contract detention facilities.

 

During his twelve year tenure as Field Office Director, Mr. Shanahan was frequently called upon to act as the Assistant Director for Field Operations at ICE headquarters in Washington, DC.  These assignments which occurred in 2008, 2012 and 2016 cumulatively totaled a period of close to two years. As the acting Assistant Director for Field Operations he was responsible for the oversite of the twenty four ERO field offices located nationally.

 

Mr. Shanahan holds a Bachelor of Science Degree in Business Management from St. Johns University.

Michael J. Fisher

XFed Global Board of Advisors

Michael J. Fisher served as Chief of the United States Border Patrol in Washington D.C. for six years, overseeing 25,000 personnel and managing a $3.5B budget. During his tenure as Chief, he led the team responsible for developing a comprehensive national border security strategy to include an operational implementation plan. He frequently advised members of the U.S. Congress, the National Security staff and engaged with industry to explain the new direction of the Border Patrol and its role in the national security mission space.

 

Michael is the President and CEO of Scorpion Security Services LLC headquartered in Alexandria, Virginia. The company serves a variety of clients in the national security and border security industry. Scorpion provides operational, strategic, and practical solutions and perspectives to companies that want to understand the complexities of the border environment and develop corporate strategies to increase revenue.

 

During the transition to the U.S.Department of Homeland Security in March 2003, Fisher was appointed Deputy Director for U.S. Customs and Border Protection (CBP) Office of Anti-Terrorism in Washington, DC where he staffed and directed the office during periods of increased threats and served as the CBP liaison to the inter-agency intelligence community for anti-terrorist planning and operational coordination. Fisher began his U.S. Border Patrol career in 1987 in Douglas, AZ. He served in many key leadership positions throughout the nation including Associate Chief, Headquarters Border Patrol, Washington D.C.; Chief and Deputy Chief Patrol Agent in San Diego, CA; Deputy Chief in Detroit, MI; and Assistant Chief in Tucson, AZ.

Chief Fisher completed the selection process for the U.S. Border Patrol Tactical Unit (Special Operations Group, BORTAC) in 1990 and went on to serve as part of the BORTAC command staff. He led operations throughout the United States and in nine foreign countries. He earned a Bachelor’s degree in Criminal Justice and a Master’s degree in Business Administration and is a graduate of the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University. Michael also completed the CAPSTONE program at the National Defense University in 2009.

 

Fisher served almost 30 years of distinguished Federal Service. Upon his retirement he was one of the longest serving Chiefs in the history of the U.S. Border Patrol.
