Eight in the Air Force as an MC-130 Combat Talon crew chief with the 1st Special Operations Squadron, then twenty-four in immigration enforcement, from Border Patrol agent in El Paso to Deputy Field Office Director in San Antonio, where I was responsible for detention and removal operations across 54 Texas counties, six facilities, 700 employees, and a budget near $200 million.
Along the way I held the jobs most contractors only read about in a solicitation. I wrote the Statement of Work that moved the Mexican Interior Repatriation Plan from CBP to ICE and sat on the U.S. team that negotiated it with the Government of Mexico. I served as ICE's Assistant Attaché at the embassy in Mexico City. As Chief of Staff for Operations at headquarters, I had oversight across the components that carry out the mission: 17,000 people and a five billion dollar budget.
In all those years I watched capable firms get the work wrong. Not for lack of effort. They understood the contract and not the mission. They had never built a manifest that changed in the last hour, or watched a removal fall apart because a travel document expired while the aircraft sat on the ramp.
I retired in December 2016 and founded XFed Global the same month, so the people doing this work could get advice from someone who had done it. Our team is former DHS executives and military veterans. We know what the government is actually buying, because we used to be the ones buying it.

Craig spent his federal career moving people for the government, the part of the mission that fails first when the planning is wrong. He came up through the Border Patrol Academy in 1987 and spent fourteen years running day-to-day operations for what is now ICE Air, four airport hubs and 72 employees, negotiating the memorandums of understanding with foreign governments that make a removal flight possible.
As Deputy Assistant Director of ICE Air Operations he managed a $230 million annual budget and more than 2,000 missions worldwide. The contracts that carried that mission ran through his office: he wrote the requirements for ICE, managed contractor performance against them, and rated the results. He has been the government official who decides whether a contractor met the standard, and he brings that eye to every proposal XFed touches. In the same role he engineered a transfer of operations between government entities that built a new business model and saved taxpayers more than $27 million a year, work ICE recognized with the Director's Core Value Award for Innovation. He retired from federal service in 2012.
He then crossed to the other side of the table. At Akal Security he led DHS business development and, as Vice President for Homeland Security Solutions, ran capture and proposal management for major DHS and ICE aviation and processing center contracts. He knows what a winning proposal looks like because he has written them, and he knows how the government will read it because he used to be the one reading them. Between Craig's years running the air operation and Jace's running the field office, XFed has sat on the government side of nearly every contract type a DHS enforcement mission requires.
